Why can't I access resolutions 1440p/2160p on Twitch?

Twitch has introduced streaming resolution restrictions for users in certain countries. This limitation applies to resolutions above 1080p (Full HD) and is independent of whether the streamer uses standard streaming or Twitch Enhanced Broadcasting technology (e.g., with the HEVC codec).

This means that even if a streamer broadcasts in 1440p (QHD) or 2160p (4K), viewers in affected countries may only have access to a maximum resolution of 1080p. Even a minimal exceeding of this threshold, such as 1082p, results in higher quality options being blocked.
What's new is that VODs are now restricted in the same way as live streams, meaning it's no longer possible to watch archives in high quality.
